Australian RTO Applicants: Compare ASQA Registration Consultants

Start with the regulator and your actual resources

For an ASQA-regulated applicant, the official preparation guidance calls for a business plan and proposed training products, policies and operating systems, access to real resources, and the application evidence. It includes fit-and-proper-person material and a CEO statutory declaration. Buying a document pack does not establish that the applicant can deliver the proposed training. First confirm which regulator has jurisdiction over the proposed provider. This comparison concerns ASQA applications; a business regulated by the Victorian or Western Australian state regulator needs that regulator’s application requirements. The applicant must verify the final evidence and operate the systems described in it.

What should decide an RTO consultant shortlist?

For an Australian organisation applying for initial ASQA registration, compare consultants by service scope and by how well that scope matches your readiness gaps. Everything below comes from the six consultants’ own websites, so treat it as a starting point: the proposal should state what the consultant will produce, what you must supply and who will run the resulting systems.

Six RTO consultants compared on three factors

None of the six publishes an independently verified registration or audit success rate.

RTO Works

Service scope: RTO, CRICOS and ELICOS registration; policies and procedures; Training and Assessment Strategies; audits and rectification; additions to scope; assessment-tool review; validation; course development; and course accreditation.[1]

Suited to (provider description): New applicants seeking broad setup, documentation and assessment support before ASQA scrutiny.[1]

Published performance evidence: Vendor-reported experience and personnel history, without an independently measured outcome rate.[1]

Hawkeye Consultancy

Service scope: Initial registration, acquisition due diligence, mock audits, ASQA and state-funding audit support, validation, action plans, workshops and ongoing-support packages.[2]

Published performance evidence: Vendor descriptions of its services and support approach, without independently verified outcome data.[2]

VET Advisory Group

Service scope: Registration and setup, governance and risk systems, policies, evidence mapping, TAS and assessment review, workforce capability, learner support, validation, audits and rectification.[3]

RTO Point

Service scope: Initial registration, RTO and CRICOS support, governance, documentation, audits, performance assessments, staff and systems training, due diligence, and one-off or ongoing consulting. It says its guidance is informed by the 2025 Standards for RTOs and relevant ASQA requirements.[4]

Suited to (provider description): New applicants wanting a staged readiness process, or organisations dealing with complex compliance, acquisition, audit or operational matters.[4]

Published performance evidence: RTO Point reports more than 10 team members and over 100 RTO clients, and publishes Google testimonials; these do not establish an independently audited success rate.[4]

RTO Consultancy

Service scope: Mentoring and coaching covering compliance, scalable systems, growth, profitability and sustainability when starting, managing or exiting an RTO.[5]

Suited to (provider description): Applicants seeking business-operating mentorship alongside compliance support.[5]

Published performance evidence: The vendor reports 27 years of VET-sector experience and 507 clients. Its registration-count statements are vendor-reported and do not establish a success rate.[5]

RTO Advantage

Service scope: Initial registration, re-registration, audit advice, RTO-specific policies and procedures, additions to scope, validation and ongoing compliance.[6]

Suited to (provider description): Initial applicants seeking policy, audit and validation support within this service mix.[6]

Published performance evidence: RTO Advantage says it has successfully owned and operated RTOs, but provides no quantified independent performance evidence.[6]

Use six readiness areas to define the scope

VET Advisory Group identifies six areas as central to initial-registration readiness: delivery model, operational systems, resources, assessment, workforce capability and governance.[3] For each area, state the current gap, consultant task, required evidence and expected deliverable.

Advertisement
  • Delivery model: Define the learner cohort, delivery context and operational capacity. Ask how each training product will align with the organisation’s delivery capability.[3]
  • Operational systems: Identify which operating, learner-support, evidence-management and continuous-improvement systems require design, configuration or review.[3]
  • Resources: List the equipment and learning resources that need to be suitable and available, rather than merely mentioned in policies.[3]
  • Assessment: Ask how tools and practices will produce sufficient, valid, authentic and current evidence while remaining workable for assessors and suitable for the unit requirements, learner cohort and delivery context.[3]
  • Workforce: Specify trainer and assessor availability, capability and supporting evidence.[3]
  • Governance: Define the governance, risk and oversight arrangements to be developed or reviewed.[3]

What a consultant cannot take over

Hiring a consultant does not move the registration decision away from the regulator. RTO Point says that where an issue arises directly from documentation or advice it prepared, it will review and address the matter in accordance with the agreed scope of engagement, and that regulatory decisions and outcomes remain subject to the relevant regulator.[4]

When comparing contracts, distinguish between a remedy for a defective contracted deliverable and responsibility for the complete application, supporting evidence and regulatory outcome.

Turn each gap into a testable deliverable

For every agreed gap, record the current deficiency, consultant task, named deliverable, applicant input, required evidence, reviewer, acceptance test and post-handover owner. VET Advisory Group describes support covering operational systems, documentation, delivery alignment and pre-submission gap identification.[3]

  • Ask how documents will be customised to the proposed delivery model, learner cohort, workforce and resources.[3]
  • Request relevant stages for discovery, standards-and-evidence mapping, system building, readiness review, assessment support and ongoing-compliance strengthening.[4]
  • Keep document drafting, assessment-tool development, validation, audit attendance, rectification and ongoing support as separate scope items. Provider pages present these as distinct services rather than one standard package.[1][2][3][4]

How to test performance claims

Testimonials, client totals, operating history and staff experience are the consultants’ own claims, not verified regulatory outcomes.

For any claimed success rate, ask for:

  • the definition of success;
  • the period covered and number of relevant applications;
  • the denominator, including withdrawals, refusals and resubmissions;
  • the verification method and source; and
  • de-identified initial-registration examples comparable to the proposed scope.

What to confirm with each provider

Published commercial detail is limited. VET Advisory Group advertises a free consultation and says cost varies by services and complexity, with packages tailored to budget and organisational goals.[3] RTO Point advertises a free consultation and offers one-off or ongoing consultancy.[4] RTO Consultancy says it does not charge by the minute or for calls and emails, will not sell unnecessary items and aims to avoid client dependency.[5]

None of the six lists exact prices, contract lengths, cancellation terms or turnaround times, so request a written proposal covering:

  • the total fee, payment milestones and deposit;
  • deliverables, acceptance criteria and exclusions;
  • delivery dates, dependencies and applicant inputs;
  • the personnel assigned to each task;
  • variation triggers and pricing;
  • cancellation and refund terms;
  • support during regulator questions, assessment or rectification;
  • ownership and handover of documents and systems; and
  • the remedy for errors caused by the consultant’s advice or documents.

Make the final choice on written scope

Send each shortlisted provider the same six-area brief. Compare the responses on scope match, customisation, evidence requirements, assigned personnel, applicant inputs, exclusions, milestones, commercial terms and remedy limits.

RTO Works presents broad setup and assessment support; Hawkeye emphasises corrective coaching; and VET Advisory Group covers governance and evidence mapping.[1][2][3] RTO Point describes a staged readiness process; RTO Consultancy focuses on business mentoring; and RTO Advantage offers policy, audit and validation support.[4][5][6]

Before signing, record who will draft, review, approve and submit each item; answer regulator questions; correct deficiencies; and maintain systems after handover.
